Water stress is a concern especially in regions heavily affected by climate change. In the European Union, this is measured using the Water Exploitation Index Plus (WEI+), which tracks water consumption relative to renewable freshwater resources on a seasonal and regional basis. A WEI+ above 20% indicates scarcity, while values exceeding 40% reflect severe stress and potential unsustainability (European Environment Agency, 2023). In 2022, 34% of the EU population and 40% of its land area experienced seasonal water scarcity, with southern Europe especially affected in relation to agriculture, tourism, and public supply. World Resources Institute tracks water risk using its water risk atlas. According to its research, 25% of the global population annually faces extremely high water stress.
